Scott Owens
L. Scott Owens Director Professional Standards and Practices Division Georgia Department of Audits and Accounts Scott Owens currently serves as the Director of the Professional Standards and Practices Division. He is responsible for managing the Department’s internal quality control process. The internal quality control process is designed to ensure the Department and its personnel maintain independence and comply with applicable professional, ethical, legal, and regulatory requirements when conducting their audits. Scott grew up in Macon, Georgia and is a graduate of the University of Georgia with a Bachelor of Arts degree and a Master’s degree in Public Administration. He is a Certified Internal Auditor and a Certified Government Auditing Professional. His twenty-eight-year career with the State Auditor’s Office began in 1995 as a performance auditor. In 2004, he moved to the Healthcare Audit Division where he conducted performance audits on the Medicaid program. Over the last fifteen years, he has worked in the Office of Quality Assurance and the Professional Standards and Practices Division, where he managed the Department’s quality control process. He is the two-time past President of the Atlanta Chapter of AGA and serves on the National State Auditors Association’s (NSAA) Audit Standards and Reporting, Single Audit, Performance Audit, and Peer Review Committees. He has served on twenty-one external peer review teams and is currently Vice Chairman of NSAA’s Peer Review Committee.
